The Value Informatics Team recently presented a comprehensive approach for implementing an e-Parliament system to Uganda’s e-Parliament Committee, aligning with the Strategic Plan for FY 2020/2021 - 2024/2025. As global legislative bodies increasingly adopt Information and Communication Technology (ICT) to enhance their operations, Uganda’s Parliament has made commendable progress in digitalisation. These early efforts have laid a solid foundation for further modernisation, but significant challenges persist, underscoring the need for a fully integrated and interoperable e-Parliament.

Progress and Challenges: While Uganda’s Parliament has successfully integrated essential ICT tools, many systems remain fragmented and manual, leading to inefficiencies. A substantial portion of parliamentary information is still not digitised, restricting access and effective management.

Proposed Solution: The team proposed adopting Enterprise Architecture (EA) as a strategic framework to integrate ICT tools and streamline operations. EA will ensure that all technological components align with Parliament’s objectives, enhancing efficiency, transparency, and public engagement. Additionally, the team suggested a detailed and accountable roadmap for implementing e-Parliament, which includes clear steps and deliverables to guide the transition.

Benefits and Outcomes: Implementing an e-Parliament using EA will facilitate evidence-based legislation, improve public participation, and reduce operational costs. Key objectives include establishing a robust ICT infrastructure, increasing system automation to 80%, and developing tools to enhance public engagement. The team also emphasised the need for enhanced training for MPs, staff, and the public to ensure effective use of e-Parliament resources.
